Crisis Managment

The role of the District Crisis Management Team is to maintain and update the District Crisis Management Plan, ensure all required staff complete requisite training, provide tabletop drills on a regular basis, debrief and evaluate district and campus crisis response, provide leadership and support for campus staff, and provide and maintain crisis plans for all staff aligned with the District Crisis Management Plan. The District Crisis Management Team serves as the School Safety and Security Committee in compliance with Section 37.109 of the Education Code.
The WISD Board of Trustees substantially modified its existing multi-hazard safety and security plan before the 2016-17 school year and organized the District Crisis Management Team to ensure the district’s compliance with Sections 37.108 and 37.109 of the Education Code. Each year, this team is responsible for the following:
- Maintaining and updating the District Crisis Management Plan;
- Ensuring that all required staff complete required training;
- Providing tabletop drills on a regular basis;
- Debriefing and evaluating both district and campus crisis response;
- Providing leadership and support for campus staff; and,
- Providing and maintaining crisis plans for all staff aligned with the District Crisis Management Plan.
The 2019 Texas Legislature made some changes to the duties and organization of this committee within Senate Bill 11. Most notably, the meetings of the District Crisis Management Team comply with the Texas Open Meetings Act. The committee may meet in executive session as provided by Chapter 551 of the Government Code; however, a notice of a committee meeting must be posted in the same manner as notice of a meeting of the Board of Trustees.

Audit

The District Crisis Management Team is also responsible for conducting the tri-annual security audit of the district’s facilities required under Section 37.108 (b) of the Education Code, which is ultimately presented to the WISD Board of Trustees and the Texas School Safety Center. This year, the district will conduct its own audit in partnership with campuses and facilities and report the findings to the Board of Trustees.
